ISM : International Safety Management

The IMS Code provides an international standard in software aspect to prevent marine accidents caused by human factor.

  • Background
    • The international standard was adopted to prevent marine accidents caused by human factor with purpose to ensure safe management and operation of ships and for pollution prevention.
    • Korea adopted the Article 9 (Management for Safety Navigation of Ships) and ISM Code into its Maritime Safety Act in February 1999 and has been implemented it in phases beginning on July 1 2002.
  • Purpose
    • Its purpose is to mitigate/apply the standard applied to the vessels engaged in international navigation in order to increase the safety level by improving the systematic and autonomous safety management capability of inner harbor shipping companies to ensure safety at seaand protect marine environment.
  • Target
    • All vessels of 500 gross tonnage or more and their business sites registered for inner harbor cargo business in accordance with the Marine Transportation Act.
  • Requirements
    • The ISM Code specifies documentation of all routine jobs and emergency situations possible onboard, practice according to the document for each duty/situation, and recording and reviewing the result. It includes following functional requirements:

      - Safety and environmental protection policy
      - Responsibility and authority of ship owner and captain
      - Appointment and duty of safety manager
      - Appointment and management of manpower
      - Establishment of ship operation plan and emergency measures
      - Procedures for reporting and analyzing accidents, emergencies and flaws in safety management system
      - Procedures for maintenance of ships and documentation/data management
      - Procedures for checking/review and audit of safety management system by ship owner
